That development requirement and model probably cannot be sustained by one-time payments for unlimited devices. But I can understand the switch to some degree: they have been giving free updates for years now for all license holders, whilst Apple overhauls iOS in major ways forcing the devs to make massive changes to the app every year to keep it compatible and support the new features.
